Budget and Financial Affairs Department consists of; 
1. Head of Department,
2. Budget Director,
3. Accounting Branch,
4. Revenue Branch,
5. Preliminary Financial Control Branch.


Budget and Financial Affairs Department;
- To make sure the timely preparation, approval and monitoring of the annual work program and budget of the organization.
- To prepare the annual work program and budget reported by the departments in accordance with the technical principles set forth by the General Directorate.
- To monitor the implementation of the budget prepared by the target, ensure the prevention of deficiencies from occurring.
- Prepare short and if need be long-term plans to increase revenues of the organization.
- Calculate the most cost-effective systems and controls for the organization, prepare monthly financial reports and ensure it is submitted to the General Directorate.
- Ensure that all transactions are done according to the manner of regulations on wage rates.
-To keep legal records of books, get them approved by notary and inspect them.
- Take the necessary measures to ensure timely payments of legal taxes that the organization must pay.
- Ensures timely collection of receivables and timely payment of debt of the organization and audits. -Take measures to ensure the workflow and supervise between the organization and its' subordinate units. -Take the necessary measures for the most accurate way of implementation of accounting of the organization and audit.
- Protect the personal rights of the organization's officials, make sure their efficiently working and audit the work done.
- Administration to attend the meetings of the Council.
- Performs other duties that are related to their area of work and assigned to them.
